Sounds like you are outnumbered! :-) Your kids are smart and verbal...but like many twins they have their own way of communicating to each other that can often temproarily slow their communication with others.  Have you taught them any sign language? 
I strongly encourage you to watch the Happiest Toddler DVD (the main section is just 30 minutes long...it will help A LOT in dealing with their behavior...but more importantly, in giving you more realistic expectations. Also, please take a look at The Happiest Toddler section on time-outs,I am guessing it may have some tips that will help you be more effective. The most important section of THT for you will be the &quot;green light&quot; section...to help you boost behavior you like. But, bottom line - right now you live with two little cave-boys and so you have to get them out a lot and have clear limits - but very modest expectation - for the next 6-9 months.
